“Elsa was found outside San Antonio City limits in Bexar County. She was believed to be an ex-pet as she was found wearing a dog harness. Her rescue took place during one of the most the severe winter storms seen in Texas, where temps were in the single digits, and human and animal life were at risk. Hence the name Elsa (from the movie Frozen).”
